Promote digital public services, digital literacy, e-learning, e-inclusion and e-health.


Patient data management system.

The European Union Regional Development Program (ERDF) has a series of actions for the 2014-2020 period, aimed at promoting digital public services and e-health, which aims to modernize public health services.

The resources received by the Autonomous Community of the Canary Islands for this purpose, which account for 85% of the funding, are used to co-finance the necessary investments to provide the Islands with computer equipment in this area and for the Canary Islands population to have access to digital health services (e-health).

In this main área, during 2017-2018, the hiring of a service of an informed consent system for the health area of La Palma (Canary Islands Health Service) was carried out.

The purpose of this project is for the centers to have the necessary infrastructure to make informed consents in an electronic way, providing the digitizing tablet centers where patients can view and sign the informed consents. The infrastructure has all the elements to guarantee the safe recovery and storage of all the biometric data associated with the signature in order to guarantee the non-repudiation and validity of the patient's handwritten signature on the digital tablet .

The system implemented on the other hand, guarantees the traceability of all actions, increases the safety of the process, guarantees compliance with the law of patient autonomy and eliminates the use of paper, advancing in the digitalization of hospital centers, these consents being accessible from the Electronic Clinical History.

In view of the results of this project, which is in use since September 2018, its extension to the rest of Health Areas of the Autonomous Community of the Canary Islands is foreseen during the 2019-2023 period.
