The Agency, as determined in its Regulations of organisation and operation,  appoints the necessary technical commissions for the fulfilment of the functions attributed to it in matters of evaluation. These commissions may be made up of teaching staff of recognised competence, students, professionals with knowledge in the corresponding field, or researchers, depending on the work requested of them. Furthermore, the members of these technical commissions act with complete independence, freely approving the results of their actions and being ultimately responsible for them.

In accordance with the above and in exercise of the powers attributed to it, it is considered appropriate to create a committee to analyse and issue reports on posible appeals and complaints submitted in relation to the decisions adopted in the different university assessment processes in which the ACCUEE participates.

In line with the Criteria and Guidelines for Quality Assurance in the European Higher Education Area (ESG), in particular ESG 2.7, as recommended to the Agency by the ENQA visiting panel, experts who were not involved in the first assessment, independent from the Technical Committees that conducted the first assessment, are appointed to clearly ensure impartiality. In addition, an appeal procedure is designed within the Agency in the case of ex ante, follow-up and ex post accreditation procedures of study programmes. An independent and permanent appeal committee should make it possible to dissociate the decision on appeal from the Technical Committee that has taken the initial decision being appealed.
